Introducing Neighborhood Defense League of California (NDLCA)
“Accommodating growth while preserving the character of our neighborhoods.”

What is Neighborhood Defense League of California?
NDLCA is a non-partisan, non-profit 501 c 4 organization. Formerly known as Homeowners Defense Fund and founded in 2004, NDLCA has met all statutory requirements and filed all required documentation. Contributions or gifts to NDLCA are not tax deductible.

Who started NDLCA and how is it managed?
Neighborhood Defense League was founded and organized by a dedicated group of community leaders that remains in the leadership of the organization. The 2010 Board of Directors includes President Judith Ishkanian, Vice President Sally Jordan, Secretary Jim Westby and Treasurer Wendy Coggins, Robert Collector, Doug Herthel, Morrrie Jurkowitz, and Richard Thielscher. Wendy Coggins has recently joined our other emeritus Board members, Gary Earle, Roy Gaskin and Founder/Director, Rob Lowe.

We are pleased to introduce a new addition to our board: Michael F. Brown, recently retired CEO of Santa Barbara County.

This group is responsible for the work of NDLCA. There is no paid staff. Various unpaid consultants volunteer their time to assist the Board of Directors. NDLCA is not a membership organization, although we welcome the interest and support from any concerned citizen.

What does NDLCA do?
NDLCA provides advocacy, funding and educational resources to protect these principles: 1) preserve local sovereignty 2) honesty and transparency in government 3) protect California communities’ heritage and quality of life and 4) strengthen the connection between sound land use planning and California Environmental Quality Act (CEQA) at the earliest possible stage in the planning process.

NDLCA monitors legislation, laws, Attorney General opinions, proposed State ballot measures, and court decisions pertaining to land use and housing. NDLCA remains focused on protecting neighborhoods, our quality of life, and the right of citizens to be involved in the process of governance.

Where is work of NDLCA done?
NDLCA is involved throughout Santa Barbara County and continues to lobby, educate, and advocate at the State level.

How is NDLCA funded?
NDLCA is funded by contributions from private citizens who believe in the work of the organization. These contributions or gifts may be made directly or as part of an event organized to support NDLCA. All funds are managed in compliance with requirements of our 501 c 4 designation. Roy Gaskin, long time banker and community leader, serves as treasurer. Contributions and gifts to NDLCA are not tax deductible.
